active directory and azure: Is it possible to alert on changes to the membership of admin groups or the assignment of privileged roles?

I had a script once that emailed me an alert if someone were added to ad admin group in AD, and wonder if I could have similar functionality with my Site24x7 AD or Azure monitor?
If so, how can this be accomplished?
