I'm trying to figure out when actions trigger. I have a monitor with polling from 5 geographic locations, and the notification and thresholds says the 3 locations are required to mark it down. I still sometimes get the action firing when less then 3 locations report it down, and it only sometimes triggers back up even when all locations report OK. In all of these instances I'm not receiving any Email alerts for the item being down (as I shouldn't, only 1 geographic location reports a problem).

Do actions not honor the Threshold setting?
