Combining Cert and other basic web checks with Web checks

These two should be one check for monitoring https sites.. This way customers don't waste a full check on a cert check that only expires yearly at minimum, most people I know purchase multiple year certs so having a separate check for that is not needed.

Also, site defacement and other checks that can fit in the same request should be bundled as options in the website check.
