Add historical "incidents"

It'd be great if we could add, retrospectively, "incidents" in Signals. i.e  Add historical incidents after the event.

We can only add them with the date/time of "now".

There are times when we don't update an incident immediately (especially if it was a 3rd party component), and Signals shows as a disruption - but I can't go and put an explanation once the dust has settled.
